THE MANIFESTO

Our manifesto for governing the Bulgarian Football Union is designed by a team of proven football experts, whose education and practice guarantee their competence in devising and implementing a plan, which would bring the much-anticipated change needed for a better future of the most popular sport in Bulgaria.
Our manifesto is based on the moral and human values of each member of our team– professionalism, transparency and partnership. It is designed in accordance with the need for growth, repeatedly expressed by the large majority of the football clubs around the country, their demands for changes in almost every aspect of football governance, and our readiness to engage in battle with each external factor that has a negative impact on the federation, hence its members.
Our manifesto is ambitious, because it comprises a large number of branches which are directly or indirectly dependent on BFU’s work and policies. At the same time, our manifesto is also realistic, because it takes into account the federation’s resources. Moreover, the good examples of federations which have been successful in implementing similar policies prove that our goals can be fulfilled.
We know that the implementation of this manifesto will take time but, relying on our motivation, determination and discipline, we are well prepared to work as hard as ever in order to turn the Bulgarian Football Union into a modern and transparent institution, which listens and supports its members, and provides the foundation needed for the development of excellent Bulgarian footballers and competitive football clubs.
The main priorities of our manifesto are:
1. DEVELOPMENT
- 100% absorption of funds due from UEFA, FIFA and EU projects in relation to football development and improvements in infrastructure;
- Improvement and modernisation of the coaching academy adjacent to BFU with the aim of enhancing the qualification of coaches and football staff;
- Improvement in the qualification of referees via seminars in Bulgaria and abroad, and implementation of a system for developing young referees (Referee Career Path);
- Work on projects related to the development of youth, women and amateur football;
- Work on projects related to the development of alternative football formats, such as mini-football, futsal, beach football and senior football.
2. PROFESSIONALISM
- Work in cooperation with the referee commission with a focus on referee appointments, referee mistakes and the VAR;
- Regulation of all internal processes in the BFU with the aim of excluding any opportunity for corruption and/or subjectivity in operational decision making;
- Funding of courses to obtain the necessary level of qualification across the team in the BFU in partnership with UEFA.
3. TRANSPARENCY
- Ensuring continuity between the previous and the new management team with the aim of safeguarding all current processes in Bulgarian football;
- Asset inventory management and updating current budgets;
- Budget preparation for 2022;
- Generation of written procedures and regulations for each process that takes place in the BFU.
4. PARTNERSHIP
- With the local authorities;
- With the state authorities – change of football governance and regulations across the country;
- With the Ministry of Education in relation to school competitions and mass sport;
- With UEFA and FIFA – collaborative teams to work on UEFA and FIFA projects and associated funds’ absorption.
5. CHANGE
- Change of the reputation of the BFU with the aim of turning the organisation into a modern and rapidly developing institution;
- Preparation and submission of the administration of First and Second Professional League to the Professional Football League;
- Removal of the practice where football clubs’ presidents are part of BFU’s Executive Committee;
- Update of BFU’s statute and restriction to a maximum of 3 mandates for president and Board of Directors;
- Separation of youth academies from the main teams with the aim of gaining access to financing from the state, categorisation, and implementing a unilateral methodology;
- Revision and modification of processes and regulations of district and regional councils;
- Assumption of a larger share of self-financing of BFU expenses.
6. BATTLE
- With the fixed matches and unregulated gambling across both Bulgarian championships and international fixtures with Bulgarian representation;
