The Congress

In 2018, separate ballot papers were used for each candidate and the unused ones were utilised as a "report" to the BFU representatives after the election, as a "proof of loyalty".
We insist on voting with a single ballot – this would neutralise the main instrument for intimidating voters.
The congress for electing a president and members of the Executive Committee of the BFU takes place once every four years, unless the law or regulation does not state otherwise. In this case, the congress will be held legally ahead of schedule. Here is what we believe the steps for holding the elections should be and what is the voting practice to date:
- Voting takes place in a “dark room” – this means it can be easily manipulated;
- Voting for a quorum by raising hands – this instils fear in voting members;
- Voting with a 3-to-1 ballot – this often leads to confusion and therefore threatens the integrity of the vote;
- The delegates frequently authorise third parties to vote, which is illegal;
- The candidates for president are not allowed to the hall, where the congress is taking place;
- The congress is not being broadcasted anywhere – there is a lack of transparency in the way it is being held;
- There are no official representatives from FIFA and UEFA;
- Media access is prohibited or restricted.
- Open voting – using transparent ballot boxes in front of present delegates;
- Voting for a quorum while the secrecy of the vote through the use of anonymous ballots;
- Voting with an integral ballot;
- The delegates of the congress to not be allowed to authorise third parties to vote;
- The candidates for president to be allowed to the hall, where the congress is taking place;
- The congress to be broadcasted live in a similar fashion to FIFA and UEFA congresses;
- Official representatives from FIFA and UEFA to be invited to oversee the process;
- Allowing full access for authorised media representatives to cover the event.
